The Town of Harpswell obtained ownership of Mitchell Field from the U.S. Navy and developed a master plan for the property’s management and use. A key objective of that plan was to improve the waterfront for community use through the development of boating access facilities, including upland parking and a boat launch with floats.
GEI worked with the Town to develop the scope for these improvements and help obtain funding for the work. Supported in part by two Small Harbor Improvement Program Grants (SHIP) awarded to the Town, the consolidated waterfront improvements include:
- A 20-foot-wide all-tide boat launch on the north side of the causeway with launch floats down the causeway side of the ramp.
- An access drive to and from the boat launch along the edge of the causeway with a turning area at the head of the ramp.
- Accessible parking adjacent to the boat launch.
- A small stub pier at the end of the causeway to allow for the installation of an ADA-accessible ramp and floats in the future.
- A pedestrian walkway along the south side of the causeway.
- Improved and expanded parking for vehicles with boat trailers.
- Connection of the gravel access road through the lower meadow to the access drive to the boat launch.
The project finished construction in the winter of 2026 and has received positive feedback from local users.
